Relates to enacting the "New York photovoltaic module stewardship and take-back program act"; provides that the department of environmental conservation shall develop guidance for a photovoltaic module stewardship and take-back program to guide manufacturers in preparing and implementing a self-directed program to ensure the convenient, safe, and environmentally sound take-back and recycling of photovoltaic modules and their components and materials; establishes the photovoltaic module recycling account for the purpose of paying all costs of the department of environmental conservation for management and administration of the New York photovoltaic module stewardship and take-back program.
Requires the department of environmental conservation to conduct a study on sea level rise in cities with a population of one million or more and to submit a report of its findings and recommendations, including any proposed rules and regulations, to the temporary president of the senate, the speaker of the assembly, the chairs of senate and assembly environmental conservation committees, the chair of the senate finance committee and the chair of the assembly ways and means committee no later than December 31, 2026.
Relates to enacting the "N.Y. state digital equity plan act"; requires the division of broadband access to develop a state digital equity plan to increase broadband access to underserved populations by January 1, 2025.
Relates to establishing the New York state grid modernization commission; provides the commission shall conduct a study of research, development and demonstrations of electric grid modernization and shall issue such report to the state energy planning board for consideration in the state energy plan.
Relates to eliminating coal burning and coal use; provides that after December 31, 2024, the burning of coal is prohibited in a number of instances; provides certain exemptions.
Enacts the "New York accountability in reporting act"; establishes the crimes of offering a false report for filing in the second degree and offering a false report for filing in the first degree; includes falsely reporting an incident as a specified offense for the purposes of hate crimes; requires the creation of public databases for false reporting; provides for a civil remedy for convictions of such crimes.
Establishes a civil cause of action for employees who are subjected to an abusive work environment; employers shall be vicariously liable for such work environment.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Requires contracting agencies to contact minority and women-owned business enterprises when such enterprise is listed on a utilization plan and when a contract is awarded; mandates that the prime contractor use such enterprise identified on the utilization plan, unless such enterprise cannot perform or is no longer state certified.
Requires a separate section in the annual report of the director of the division of minority and women's business development detailing every instance of an entity fraudulently representing itself as a minority and women-owned business enterprise when it was not.
Relates to the design of uniform standards and conditions relating to the construction and operation of major renewable energy facilities and the review of applications for permits to develop such facilities.
Prohibits employers from using the federal electronic employment verification system to check the employment authorization status of an existing employee or an applicant who has not been offered employment and prohibits municipalities from requiring employers to use the federal electronic employment verification system.
