Authorizes police agencies to charge fees for searching, copying, and mailing police agency generated records except for where the requesting party is a victim to or was charged with the crime related to such documents.
Relates to the Chisholm Chance Act; creates centers of maternal and childcare services in Kings county and Bronx county to coordinate community-based organizations and community health workers to combat the maternal health crisis.
Allows a notice of dense breast tissue to be considered a determination of medical necessity for purposes of coverage of breast ultrasounds as recommended by a provider of mammography services.
Enacts the "childhood lead poisoning prevention and safe housing act of 2023"; requires the reduction and elimination of lead-based paint hazards; defines terms; provides that properties shall be maintained free of conditions conducive to lead paint poisoning.
Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
Establishes the citywide leadership team to ensure that parents' and students' voices are represented in all education decision-making, ensure education policies considered or implemented are conducive to promoting student achievement and enhancing the overall quality of education for students attending public schools in the city of New York, and include all stakeholders at all stages of the decision-making process.
Relates to the retention of state records; repeals provisions relating to rules and regulations governing access to state legislative records; repeals provisions relating to executive records; repeals provisions relating to information confidentially disclosed by applicants.
Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030.
