Requires the New York state energy research and development authority conduct a study on Brooklyn College constructing a micro-grid to study the feasibility, efficiency, and energy saving costs if such a micro-grid was constructed on campus.

Requires municipalities to test the quality of their public internet service including the average range, speed, effectiveness and security; requires each municipal corporation to annually post the results of such testing on its website and to include information on internet safety and security including how members of the public can protect themselves when using publicly available internet services.
Provides that members of a retirement system who retire from such system and later rejoin the retirement system are reinstated with the same rights, benefits and privileges they had prior to retirement.

Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
