Establishes Eid al-Fitr and Eid al-Adha as school holidays, with dates established by religious law and tradition; allows for school districts and municipalities with a population of less than fifty thousand to opt into the recognition of such holidays.
Relates to allowing the possession and sale of electronic dart guns and electronic stun guns for self-defense; adds such weapons in the definition of obstructing governmental administration by means of a self-defense spray device.
Directs the commissioner of education, in conjunction with the superintendent of state police and the commissioner of the division of homeland security and emergency services, to establish standards for the security and safety of school grounds.
Establishes that any person who knowingly engages in a repeated course of cyberbullying of a minor is guilty of an unclassified misdemeanor punishable by a fine of not more than one thousand dollars, or by a period of imprisonment not to exceed one year, or both.
Requires the board of elections to check all registered voter's citizenship and lawful permanent resident status; requires all voters to show government issued identification to vote.

Includes exposing a first responder or correction officer to fentanyl, a fentanyl derivative or an opiate containing fentanyl or a fentanyl derivative in the definition of the offense of assault in the first degree.
Requires a valid government issued photo identification card be presented when casting a ballot; provides for persons eligible for Medicaid to receive identification cards.
