Amending the act of May 11, 1889 (P.L.188, No.210), entitled "A further supplement to an act, entitled 'An act to establish a board of wardens for the Port of Philadelphia, and for the regulation of pilots and pilotage, and for other purposes,' approved March twenty-ninth, one thousand eight hundred and three, and for regulating the rates of pilotage and number of pilots," further providing for rates of pilotage and computation, for pilotage fees and unit charge and for charges for services.
Authorizing the Department of Environmental Protection to conduct a public comment process on and submit to the General Assembly a measure or action intended to abate, control or limit carbon dioxide emissions by imposing a revenue-generating tax or fee on carbon dioxide emissions; and abrogating regulations.
In registration of vehicles, providing for contributions to local fire companies; in fees, further providing for payments to special funds; and establishing the Local Fire Company Fund.
In snowmobiles and all-terrain vehicles, further providing for definitions, for designation of snowmobile and ATV roads and for operation in safe manner.
Imposing a moratorium on enactment of new or expanded health insurance policy mandated benefits; and requiring the Legislative Budget and Finance Committee to study the issue of health insurance mandates and report to the General Assembly.
In personal income tax, repealing provisions relating to electronic payment and to additions, penalties and fees; in general provisions, providing for method of payment; and making a repeal.
