Empowers the commissioner of labor to issue stop work orders against employers for misclassification of employees as independent contractors or for providing false, incomplete, or misleading information to an insurance company on the number of employees of such employer.
Enacts the "Lieutenant Joseph Banish mental health act" which establishes a law enforcement peer support program to provide confidentiality for communications arising out of law enforcement peer support counseling; defines terms; provides exceptions for when a peer support communication may be disclosed.
Adopts the psychology interjurisdictional compact to increase public access to psychological services by allowing telepsychological practice and temporary in-person services across state lines.

Defines the practice of certified registered nurse anesthetist; requires collaboration with a licensed physician qualified to determine the need for anesthesia services; requires licensing; defines qualifications.
Requires the terms and conditions of any individual life insurance policy loan to be in writing, be signed by the insured and the agent and contain a signed statement that the agent has explained the terms to the policyholder.
Relates to employment of persons and veterans with disabilities by the state; provides up to five thousand positions may be filled by persons with a physical or mental disability and up to two thousand positions may be filled by disabled veterans and veterans with disabilities.
Relates to addressing staffing shortages and improving workforce stability by providing state-funded financial incentives for air traffic controllers working in New York State.
Enacts the "no child left out inclusive playgrounds act"; requires newly built and renovated playgrounds to be accessible for children with disabilities.
Allows New York state employees to use accrued vacation time toward student loan payments; defines terms; requires the president of the civil service commission to promulgate necessary rules and regulations.
