Relates to veterans' eligibility for public housing; expands eligibility requirements to include veterans of the recent conflicts; requires granting of a preference for public housing to veterans or families of veterans who have a military service connected disability.
Exempts operators of law enforcement and fire department vessels from laws which regulate vessels on the navigable waters of the state while such operators are in the course of responding to emergencies.
Alters the definition of "drug" in the vehicle and traffic law to include any substance or combination of substances that impair, to any extent, physical or mental abilities; defines impairment and intoxication; provides that refusal to submit to a breath test and/or oral/bodily fluid test shall be a traffic infraction; makes related provisions.
Authorizes municipalities to adopt a local law, ordinance or resolution providing for a sales tax exemption for clothing and footwear after March 1, 2025 and no later than August 1, 2025; provides for the repeal of such provisions on January 1, 2026.
Allows a tax exemption for taxpayers in the amount of the purchase price of a fire extinguisher, fire alarm, heat alarm or carbon monoxide alarm purchased for residential use during the month of October.
Allows for unlicensed personnel to administer certain seizure rescue medication in schools, on school grounds and at school events; provides that such medicine may be left with a school health official to be used as needed.
Establishes the professional practice of community midwifery; defines as the management in the home, birth center, or community setting, of normal pregnancies, child birth, and postpartum care, including newborn evaluation, resuscitation and referral for infants; sets requirements for license and practice.
Authorizes the department of transportation to establish and implement a state memorial sign program to memorialize persons who died due to injuries sustained in a fatal motor vehicle crash on state highways.
Provides for family members of a crime victim and interested parties to make statements to members of the parole board; provides that such oral statement shall be made to the members of the state board of parole who will determine whether the defendant is released.
Establishes a New York state English as a new language teaching assistance program for certain undergraduate and/or graduate students in a program leading to a career as a teacher in primary or secondary education.
Establishes a small business tax credit for certain efforts taken to improve such small business's facility in an effort to reduce the spread of infectious diseases.
Enhances penalties for aggravated cruelty to animals by making such offense a felony, including torture, beating, or killing of any animal; makes animal cruelty, including overdriving or depriving an animal of sustenance a felony when committed while released on recognizance for violating an order of protection; allows aggravated animal abuse to be considered for bail.
