Relates to establishing the "340B prescription drug anti-discrimination act"; prohibits pharmaceutical manufacturers and pharmacy benefit managers from discriminating against covered entities and New York state pharmacies based on participation in the drug discount program authorized by section 340B of the federal public health service act.
Requires police officers to take temporary custody of firearms for not less than one hundred twenty hours when responding to reports of family violence.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Enacts the "student voter empowerment act"; requires each institution of higher education to designate a staff member to act as a student voting coordinator; requires such coordinator to develop and implement a student voting action plan to increase student voter registration and voting and democratic participation among students.
Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.
Provides for a working families tax credit; directs quarterly prepayment of the credit; provides for a sliding reduction in the credit for incomes which exceed a certain threshold.
Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 15 gigawatts of offshore wind electricity generation by 2040, at least 18 gigawatts of offshore wind electricity generation by 2045 and at least 20 gigawatts of offshore wind electricity generation by 2050.
Limits liability of producers, representative organizations and retailers for antitrust, restraint of trade, or unfair trade practices arising from the performance of an action required to be undertaken under certain law or a producer plan.
Relates to prosecution by the department of financial services (DFS) and municipalities of certain violations regarding residential real property by mortgage lenders and similar entities; directs DFS to promulgate standards of review of whether to prosecute such violations; requires deference to municipalities where both the municipality and DFS are authorized to prosecute such a violation; directs payments of civil penalties issued pursuant to such violations to be paid to DFS if DFS is the prosecuting entity.
Categorizes the assault of an individual responsible for local parking enforcement performing their lawful duties under such position as a class D felony.
Enables federal aid municipal street and highway funding for projects for painting, striping and other new infrastructure dedicated primarily for pedestrian or cyclist use notwithstanding the ten year service life requirement.
Relates to providing education and outreach programs related to home visiting programs which provide support for pregnant and parenting families, and have been proven to improve outcomes for mothers, infants, and families; provides that such information shall include information on services available from such programs, eligibility, and relevant contact information.
