Suspends the registration of vehicles which have been documented multiple times by a photo speed violation monitoring system for speeding in a highway construction or maintenance work area.
Establishes an economy-wide cap and invest program to support greenhouse gas emissions reductions in the state by setting a maximum allowable amount of greenhouse gas emissions by covered entities and regulating the sale or auction of greenhouse gas emissions allowances to covered entities.

Modifies what qualifies as an original equipment manufacturer and the manufacture date when hardware must comply with the right to repair law; repeals certain limitations on the right to repair law.
Requires forest management plans, subject to the approval of the department of environmental conservation, for certain lands subject to a conservation easement purchased by the state; forbids clearcutting on such lands without such forest management plan; increases the jurisdiction of the Adirondack park agency over clearcutting.
Directs the commissioner of health to authorize additional reimbursement to providers of health and dental care primarily serving individuals with intellectual and developmental disabilities for uncompensated time, use of staff, and services that are necessary to support treatment of a patient as a result of the patient's physical, intellectual, or developmental disability.
Exempts athletic club membership dues from a sales tax where such dues are spent on the improvement, maintenance or operation of the athletic club's activities occurring solely on the premises of a municipal parkland.
Designates records and information relating to a patient who has been deceased for a period of fifty years or longer as historic records no longer subject to privacy protections; provides that such provisions shall not be construed as requiring a facility to retain records for any particular length of time.
