Prohibits discrimination on the basis of race by expanding the definition of race to include traits historically associated with race, including, but not limited to, hair texture and protected hairstyles.

Provides that prisoners who committed offenses prior to age 18 and sentenced as adults would be eligible for parole after completing 15 yrs of their sentence/does not lengthen their eligibility should prisoner be eligible for parole earlier than 15 yrs.
Expands the authority of the police officers commission on standards and training. It makes it applicable to the city of Providence. It creates and maintains a database containing records for each certified and decertified law enforcement officers.
Prohibits any agreement whereby an advanced practice registered nurse is restricted in the right to practice in a certain geographic area, assist or provide treatment or establish a professional relationship with any other employer.
Establishes the second look act and would permit incarcerated individuals to petition the sentencing court to consider a motion to reduce a sentence after the defendant has served at least ten (10) years of the sentence.
Provides that statements by a health care provider regarding the unanticipated outcome of a patient's medical care and treatment shall be inadmissible as evidence of an admission of liability or as evidence of an admission.
Creates new definition for the term "employee", for purposes of wages, workers' compensation, temporary disability and unemployment insurance benefits, which deems a worker to be an employee, as opposed to an independent contractor.
Recognizes the Seaconke Wampanoag tribe as a Native American Indian tribe for the limited purpose of assisting this tribe in establishing eligibility for federal benefits and privileges.
