Requires the Rhode Island general assembly to address its legislation with attention to equity and the impact its legislation will have on Rhode Island's diverse and various communities.
Adds definitions to prohibition of hazing, make coaches and others responsible for knowingly failing to take reasonable measures to prevent hazing and would punish serious bodily injury by up to ten (10) years in imprisonment.

Changes the term "assumed name" to "trade name" and centralizes the filing, administration and regulation process of trade names to the secretary of state and also requires an annual renewal of the trade name.
Allocates, to the cities and towns of the state, a portion of state income taxes for new employees of not-for-profit healthcare institutions and private educational institutions.
Establishes and fund an affordable housing pilot program at reduced rents to be administered by the state department of housing with an appropriation of three million dollars ($3,000,000) for fiscal year 2024-2025.
Establishes a housing land bank program with the goal of creating affordable housing in the State of Rhode Island. The housing land bank would have the authority to buy, receive and hold property in furtherance of this goal.
Establishes building safety code standards for multi-dwelling buildings and requires the development of recommendations for resolving any conflicts between fire safety codes and the building codes.
