This bill requires the President to provide Congress and the public with certain information at least 30 days before issuing an executive order related to agriculture, food, and the livelihood of farmers, ranchers, and producers in the United States. Before issuing such an order, the President shall provide Congress and the public with (1) the executive order text, (2) a list of the federal laws affected, (3) information about how the President is working within the parameters of federal law and the Constitution, (4) information about how the executive order will be accomplished, and (5) a list of all the individuals and entities that the President engaged with before issuing the order.

Under the bill, the requirements do not apply to facilities that produce less than 15 barrels of oil per day and less than 90 thousand cubic feet of natural gas per day.

Promoting Local Management of the Lesser Prairie Chicken Act This bill prohibits any population of the lesser prairie-chicken (Tympanuchus pallidicinctus) in Kansas, Oklahoma, Texas, Colorado, or New Mexico from being listed as endangered or threatened under the Endangered Species Act of 1973 (ESA). The lesser prairie-chicken is a type of grouse. Currently, two distinct population segments (DPS) of the lesser prairie-chicken are listed under the ESA. The Southern DPS of the lesser prairie-chicken is listed as endangered and the Northern DPS is listed as threatened. The bill removes both populations from the list. In addition, the bill bans Interior from listing any population of the lesser prairie-chicken as endangered or threatened in the future.

Reduce Exacerbated Inflation Negatively Impacting the Nation Act This bill requires the Office of Management and Budget and the Council of Economic Advisers to provide an inflation estimate for each executive order that is projected to cause an annual gross budgetary effect of at least $1 billion. The estimate must determine whether the executive order will have no significant impact on inflation, a quantifiable inflationary impact on the Consumer Price Index, or a significant impact on inflation that cannot be quantified at the time the estimate is prepared. The requirement does not apply to executive orders that (1) provide for emergency assistance or relief at the request of any state or local government or an official of the government, or (2) are necessary for national security or the ratification or implementation of international treaty obligations.

Defund Planned Parenthood Act of 2023 This bill restricts federal funding for Planned Parenthood Federation of America Inc. or any of its affiliates or clinics for one year. Specifically, it prohibits funding those entities unless they certify that the affiliates and clinics will not perform, and will not provide funds to entities that perform, abortions during that year. If the certification requirement is not met, the Department of Health and Human Services and the Department of Agriculture must recoup any federal assistance received by those entities. However, the bill's funding restriction does not apply to abortions performed in cases of rape or incest or when necessary to resolve a physical condition that endangers a woman's life. The bill also provides additional funding for community health centers for the one-year period. These funds are subject to the same abortion-related restrictions and exceptions.

The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness.
