Creates an additional Rhode Island personal income surtax of 3% on taxable income over $1,000,000, with the existing three-bracket personal income tax structure remaining in place.
Increases the amount of exemption from sales tax for clothing including footwear from two hundred fifty dollars ($250) to five hundred dollars ($500). Effective July 1, 2023.

JOINT RESOLUTION MAKING AN APPROPRIATION OF $250,000 TO THE SUBSTANCE USE AND MENTAL HEALTH LEADERSHIP COUNCIL OF RI (SUMHLC) (This resolution would authorize an appropriation of the sum of $250,000 to the Substance Use and Mental Health Leadership Council of RI.)
Establishes a rare disease advisory council within the department of health and provides guidance and recommendations to educate health care providers and the citizens of the state.
Provides for code blue and code red alerts to trigger certain procedures municipalities must follow during extreme heat or cold to help at-risk individuals with shelter.
Permits those other residents of a residential dwelling unit to extend the term of the rental agreement for a period not to exceed three (3) months after the death of the lessee.
Establishes a new article in the state building code that provides that certain new housing construction contain at least one floor that meets the requirements for a Type C "ANSI'' Standards for Accessible and Usable Buildings and Facilities.
Creates a tenant bill of rights to the right to counsel, the right to habitability, the right to organize free, the right to be free from discrimination, the right to first refusal if the landlord decides to sell the property, and right to renew lease.
