Prohibits trustees and members of a board of education from voting on matters before the board which affect a family member of the trustee or board member who is either employed by the board of education or school district or who would be financially impacted by such vote.
Clarifies the scope of protections against discrimination on the basis of disability under the New York state human rights law in the areas of employment, public accommodations and government services to be consistent with the federal Americans with Disabilities Act and the current policies and practices of the division of human rights.
Directs the commissioner of education, in conjunction with the superintendent of state police and the commissioner of the division of homeland security and emergency services, to establish standards for the security and safety of school grounds.
Implements a one year phase-in period for a local law, ordinance or resolution imposing a paper carryout bag reduction fee where forty percent of such fees are returned to such county or city for the purpose of purchasing and distributing reusable bags, with priority given to low- and fixed-income communities, and after the first year, such forty percent of fees shall be remitted to the person who collected the fees.
Creates the responsible retirement of racehorses fund; establishes a horse registration fee; provides such funds be expended to support responsible retirement of racehorses in this state.
Requires a retail licensee for on-premises consumption to maintain and make available to customers, at no charge, a device which measures blood alcohol content.
Directs the commissioner of the office of addiction services and supports, in consultation with the director of the state office for the aging, to develop comprehensive substance use disorder prevention, education and treatment demonstration programs for senior citizens.
Provides that a great-grandparent may apply to the supreme court for visitation rights with respect to certain minor great-grandchildren where either or both of the parents of such child is or are deceased.
Prohibits the taking of zoo, petting zoo, carnival or circus animals; provides that violations shall be punishable by a fine of not less than five hundred dollars nor more than two thousand dollars.
Relates to the appointment of the rent guidelines board; requires a member representative of tenants to be appointed no later than 60 days after a vacancy; prohibits meetings until such time.
