Relates to establishing a uniform metric for measuring noise impacts that will be used by airports for the purpose of noise exposure maps and noise compatibility programs.
Directs the department of financial services to periodically inspect residential real properties for which a lender has a duty to maintain; authorizes the department of financial services or the municipality to impose a $500 a day civil penalty for the failure of a lender to maintain an abandoned property that it has a duty to maintain; requires such lenders to register with the statewide vacant and abandoned property electronic registry.
Enacts the "fairness in cooperative homeownership act"; regulates the submission and determinations of applications for ownership of cooperative apartments.
Enacts the "packaging reduction and recycling infrastructure act" to require companies selling, offering for sale, or distributing packaging materials and products to register with a packaging reduction organization to develop a packaging reduction and recycling plan.
Directs utilities to study the potential health risks and effects of smart meters including, but not limited to, the risks and effects of the installation of such smart meters, and recommended safe practices associated with the use of smart meters; requires utilities to report their findings to the public service commission; requires the public service commission to prepare a comprehensive report to the governor and legislature.
Permits any child who is at least fourteen years of age to have administered to themself, regardless of parental consent, certain immunizations required or recommended by law.
Provides parity to durable medical equipment providers by requiring Medicaid managed care organizations to reimburse such providers at no less than one hundred percent of the medical assistance durable medical equipment and complex rehabilitation technology fee schedule for the same service or item.
Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services.
Authorizes the commissioner of corrections and community supervision to discipline certain employees for acts of serious misconduct; defines serious misconduct; establishes procedures for such disciplinary action; prohibits employees who have been removed for serious misconduct from being placed on the eligible list after such removal.
Relates to commissaries and canteens at correctional institutions; provides that items for sale at a commissary or canteen shall be sold for no more than a certain percentage over the purchase price; provides that the department of corrections and community supervisions shall publish on its website the price list for all commissary items for sale at each institution as of June 1, 2025 and on an annual basis thereafter.
