A N   A C T 
RELATING TO MOTOR AN D OTHER VEHICLES -- MOTORCYCLE DRIVER 
EDUCATION PROGRAM

It is enacted by the General Assembly as follows: 
SECTION 1. Section 31-10.1-1.1 of the General Laws in Chapter 31-10.1 entitled "Special 1 
License for Motorcycles, Motor Scooters, and Other Motor Driven Cycles" is hereby amended to 2 
read as follows: 3 
31-10.1-1.1. Motorcycle driver education program. 4 
(a) The council on postsecondary education and the office of the postsecondary 5 
commissioner shall through the Community College of Rhode Island provide: 6 
(1) A minimum of six (6) and up to a maximum of twenty (20) hours of classroom 7 
instruction and/or on-the-road driver training, as determined by the council and/or the Community 8 
College of Rhode Island, for applicants or prospective applicants for a first motorcycle operator’s 9 
license to operate two-wheeled (2) motorcycles under this chapter; and  10 
(2) A minimum of six (6) and up to a maximum of twenty (20) hours of classroom 11 
instruction and/or on-the-road driver training, as determined by the council and/or the Community 12 
College of Rhode Island, for applicants or prospective applicants for a first motorcycle operator’s 13 
license to operate three-wheeled (3) motorcycles under this chapter. Instruction shall be given by a 14 
person eligible for a teacher’s certificate issued under the authority of the council on elementary 15 
and secondary education and/or certified to teach motorcycle safety classes by completion of a 16 
course of instruction recognized by the Community College of Rhode Island. 17 
(b) Motorcycle driver education programs shall be available to any eligible resident 18

applicant holding a valid Rhode Island motor vehicle operator’s license. 1 
(c) The council on postsecondary education shall establish any fees that are deemed 2 
necessary to support this program. 3 
(d) The council on postsecondary education and the office of the postsecondary 4 
commissioner are authorized to establish regulations to further implement this chapter. 5 
(e) Reasonable accommodations shall be made for persons with disabilities to fully 6 
participate in all courses of instruction offered pursuant to this section. 7 
SECTION 2. This act shall take effect upon passage. 8
