RESPECTFULLY REQUESTING THE DEPAR TMENT OF ADMINISTRAT ION AND THE 
OFFICE OF INFORMATION TECHNOLOGY TO REVI EW AND EVALUATE THE USE 
AND DEVELOPMENT OF A RTIFICIAL INTELLIGENCE (AI) AND AUTOMATED 
DECISION SYSTEMS AND PROVIDE RECOMMENDATI ONS REGARDING ONGOIN G 
AND UPCOMING PLANS TO EXPAND THEIR USE AND CURRENT SECU RITY AND 
IMPLEMENTATION PROCE DURES

WHEREAS, Rhode Island and the United States are entering an era of unprecedented 1 
change that could impact tens of millions of people. As artificial intelligence technologies 2 
continue to advance, our financial, medical, legal, and personal security are potentially impacted; 3 
and  4 
WHEREAS, Artificial Intelligence (AI) is defined as computerized methods and tools, 5 
including, but not limited to, machine learning and natural language processing, that act in a way 6 
that resembles human cognitive abilities when it comes to solving problems or performing certain 7 
tasks; and 8 
WHEREAS, An automated decision system is a computer program, method, statistical 9 
model or process that aims to aid or replace human decision-making using algorithms or artificial 10 
intelligence. These systems can include analyzing complex datasets about human populations and 11 
government services or other activities to generate scores, predictions, classifications, or 12 
recommendations used by agencies to make decisions that impact human welfare; and  13 
WHEREAS, Monitoring systemic changes, as well as the procedures for enforcing the 14 
principles, policies, financing, and guidelines regarding their use, and any gaps in training, 15 
regulation, and enforcement of security protocols is essential; now, therefore be it 16 
RESOLVED, That this House of Representatives of the State of Rhode Island hereby 17

requests that the Department of Administration and the RI Division of Information Technology 1 
provide the House of Representatives and the Chair of the House Committee on Innovation, 2 
Internet and Technology with the above referenced information on or before September 15, 2023; 3 
and be it further 4 
RESOLVED, That this House requests that the report will also detail the extent of 5 
algorithmic decision-making used by the State of Rhode Island and the progress made toward 6 
implementing any recommendations previously issued; how automated decision systems are 7 
validated, tested, and evaluated; and all matters related to data sources, data sharing agreements, 8 
and data security provisions; and be it further  9 
RESOLVED, That this House requests the Department of Administration and the RI 10 
Division of Information Technology to provide recommendations for regulatory or legislative 11 
action, including recommendations about areas where Rhode Island offices ought to use or not 12 
use automated decision systems, the state’s compliance with data protection laws and regulations, 13 
and timelines used for implementation, cost estimates, and mechanisms for implementing 14 
artificial intelligence technologies; and be it further  15 
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 16 
transmit duly certified copies of this resolution to Brian M. Daniels, Interim Director, RI 17 
Department of Administration, Brian Tardiff, the State Chief Digital Officer (CDO) and Chief 18 
Information Officer (CIO) for the RI Division of Information Technology. 19
