27-It is enacted by the General Assembly as follows:
2827 WHEREAS, Rhode Island and the United States are entering an era of unprecedented 1
29-change that could impact tens of millions of people. As artificial intelligence technologies continue 2
30-to advance, our financial, medical, legal, and personal security are potentially impacted; and 3
31-WHEREAS, Artificial Intelligence (AI) is defined as computerized methods and tools, 4
32-including, but not limited to, machine learning and natural language processing, that act in a way 5
33-that resembles human cognitive abilities when it comes to solving problems or performing certain 6
34-tasks; and 7
35-WHEREAS, An automated decision system is a computer program, method, statistical 8
36-model or process that aims to aid or replace human decision-making using algorithms or artificial 9
37-intelligence. These systems can include analyzing complex datasets about human populations and 10
38-government services or other activities to generate scores, predictions, classifications, or 11
39-recommendations used by agencies to make decisions that impact human welfare; and 12
40-WHEREAS, Monitoring systemic changes, as well as the procedures for enforcing the 13
41-principles, policies, financing, and guidelines regarding their use, and any gaps in training, 14
42-regulation, and enforcement of security protocols is essential; now, therefore be it 15
43-RESOLVED, That this House of Representatives requests that the Department of 16

48-algorithmic decision-making used by the State of Rhode Island and the progress made toward 2
49-implementing any recommendations previously issued; how automated decision systems are 3
50-validated, tested, and evaluated including for the effects of racial, gender and other biases that are 4
51-known to be perpetuated by AI technology; and all matters related to data sources, data sharing 5
52-agreements, and data security provisions; and be it further 6
53-RESOLVED, That this House requests the Department of Administration and the RI 7
54-Division of Information Technology to provide recommendations for regulatory or legislative 8
55-action, including recommendations about areas where Rhode Island offices ought to use or not use 9
56-automated decision systems, the state’s compliance with data protection laws and regulations, and 10
57-timelines used for implementation, cost estimates, and mechanisms for implementing artificial 11
58-intelligence technologies; and be it further 12
59-RESOLVED, That this House requests that the Department of Administration and the RI 13
60-Division of Information Technology provide the Speaker of the House of Representatives and the 14
61-Chair of the House Committee on Innovation, Internet and Technology with the above referenced 15
62-information on or before September 29, 2023; and be it further 16
63-RESOLVED, That the Secretary of State be and hereby is authorized and directed to 17
64-transmit duly certified copies of this resolution to Brian M. Daniels, Interim Director, RI 18
65-Department of Administration, Brian Tardiff, the State Chief Digital Officer (CDO) and Chief 19
66-Information Officer (CIO) for the RI Division of Information Technology. 20

48+provide the House of Representatives and the Chair of the House Committee on Innovation, 2
49+Internet and Technology with the above referenced information on or before September 15, 2023; 3

51+RESOLVED, That this House requests that the report will also detail the extent of 5
52+algorithmic decision-making used by the State of Rhode Island and the progress made toward 6
53+implementing any recommendations previously issued; how automated decision systems are 7
54+validated, tested, and evaluated; and all matters related to data sources, data sharing agreements, 8
55+and data security provisions; and be it further 9
56+RESOLVED, That this House requests the Department of Administration and the RI 10
