HOUSE RESOLUTION 
RESPECTFULLY REQUESTING THE DEPAR TMENT OF ADMINISTRAT ION AND THE 
OFFICE OF INFORMATION TECHNOLOGY TO REVI EW AND EVALUATE THE USE 
AND DEVELOPMENT OF A RTIFICIAL INTELLIGENCE (AI) AND AUTOMATED 
DECISION SYSTEMS AND PROVIDE RECOMMENDATI ONS REGARDING ONGOIN G 
AND UPCOMING PLANS TO EXPAND THEIR USE AND CURRENT SECU RITY AND 
IMPLEMENTATION PROCE DURES

It is enacted by the General Assembly as follows: 
WHEREAS, Rhode Island and the United States are entering an era of unprecedented 1 
change that could impact tens of millions of people. As artificial intelligence technologies continue 2 
to advance, our financial, medical, legal, and personal security are potentially impacted; and  3 
WHEREAS, Artificial Intelligence (AI) is defined as computerized methods and tools, 4 
including, but not limited to, machine learning and natural language processing, that act in a way 5 
that resembles human cognitive abilities when it comes to solving problems or performing certain 6 
tasks; and 7 
WHEREAS, An automated decision system is a computer program, method, statistical 8 
model or process that aims to aid or replace human decision-making using algorithms or artificial 9 
intelligence. These systems can include analyzing complex datasets about human populations and 10 
government services or other activities to generate scores, predictions, classifications, or 11 
recommendations used by agencies to make decisions that impact human welfare; and  12 
WHEREAS, Monitoring systemic changes, as well as the procedures for enforcing the 13 
principles, policies, financing, and guidelines regarding their use, and any gaps in training, 14 
regulation, and enforcement of security protocols is essential; now, therefore be it 15 
RESOLVED, That this House of Representatives requests that the Department of 16

Administration and the Rhode Island Division of Information Technology report the extent of 1 
algorithmic decision-making used by the State of Rhode Island and the progress made toward 2 
implementing any recommendations previously issued; how automated decision systems are 3 
validated, tested, and evaluated including for the effects of racial, gender and other biases that are 4 
known to be perpetuated by AI technology; and all matters related to data sources, data sharing 5 
agreements, and data security provisions; and be it further  6 
RESOLVED, That this House requests the Department of Administration and the RI 7 
Division of Information Technology to provide recommendations for regulatory or legislative 8 
action, including recommendations about areas where Rhode Island offices ought to use or not use 9 
automated decision systems, the state’s compliance with data protection laws and regulations, and 10 
timelines used for implementation, cost estimates, and mechanisms for implementing artificial 11 
intelligence technologies; and be it further 12 
RESOLVED, That this House requests that the Department of Administration and the RI 13 
Division of Information Technology provide the Speaker of the House of Representatives and the 14 
Chair of the House Committee on Innovation, Internet and Technology with the above referenced 15 
information on or before September 29, 2023; and be it further  16 
RESOLVED, That the Secretary of State be and hereby is authorized and directed to 17 
transmit duly certified copies of this resolution to Brian M. Daniels, Interim Director, RI 18 
Department of Administration, Brian Tardiff, the State Chief Digital Officer (CDO) and Chief 19 
Information Officer (CIO) for the RI Division of Information Technology. 20
