J O I N T   R E S O L U T I O N 
MAKING AN APPROPRIATION OF $105,000 TO THE RHODE ISLAND DEPARTMENT 
OF HEALTH TO IMPLEMENT CARDIOPULMONARY R ESUSCITATION (CPR) 
TRAINING IN HIGH SCHOOLS

WHEREAS, Sudden cardiac arrest is a leading cause of death; and  1 
WHEREAS, More than 350,000 people experience cardiac arrest outside of a hospital 2 
every year, and only 1 in 10 survive, most likely because they received timely CPR; and 3 
WHEREAS, About 90 percent of people who experience cardiac arrest outside of a 4 
hospital will die; and 5 
WHEREAS, Given right away, CPR doubles or triples survival rates; and  6 
WHERAS, Cardiac arrest is reversible if it's treated within a few minutes; and  7 
WHEREAS, Training early and often - starting with middle and high school students - 8 
supports the concept of CPR and AED training across the lifespan, creating a culture of action 9 
that prepares and motivates lay responders to take action immediately upon witnessing a cardiac 10 
arrest; and 11 
WHEREAS, Rhode Island requires that students are trained in CPR before graduation.  12 
Public funding is essential in order to ensure that all schools have the available resources needed 13 
to establish and implement CPR training programs for high school students; now, therefore be it  14 
RESOLVED, That there is hereby appropriated, out of any money in the treasury not 15 
otherwise appropriated for the fiscal year 2023-2024, the sum of one hundred five thousand 16 
dollars ($105,000) to the RI Department of Health to implement CPR training in high schools; 17 
and the state controller is hereby authorized and directed to draw his orders upon the general   18

treasurer for the payment of said sum, upon receipt of properly authenticated vouchers. 1
