2121 It is enacted by the General Assembly as follows:
2222 SECTION 1. Chapter 27-18 of the General Laws entitled "Accident and Sickness Insurance 1
2323 Policies" is hereby amended by adding thereto the following section: 2
2424 27-18-91. Physicians’ reimbursement rate from health insurers. 3
2525 Every individual or group health insurance contract, plan or policy delivered, issued for 4
2626 delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 5
2727 for each in-network health care service that is reimbursed below the average reimbursement rates 6
2828 set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 7
2929 the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 8
3030 rates. The rate will increase annually commensurate with the average reimbursement rates set by 9
3131 Connecticut and Massachusetts. 10
3232 SECTION 2. Chapter 27-19 of the General Laws entitled "Nonprofit Hospital Service 11
3333 Corporations" is hereby amended by adding thereto the following section: 12
3434 27-19-83. Physicians’ reimbursement rate from health insurers. 13
3535 Every individual or group health insurance contract, plan or policy delivered, issued for 14
3636 delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 15
3737 for each in-network health care service that is reimbursed below the average reimbursement rates 16
3838 set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 17
3939 the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 18

5151 set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 8

5555 SECTION 4. Chapter 27-41 of the General Laws entitled "Health Maintenance 12
5656 Organizations" is hereby amended by adding thereto the following section: 13

5858 Every individual or group health insurance contract, plan or policy delivered, issued for 15
5959 delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 16
6060 for each in-network health care service that is reimbursed below the average reimbursement rates 17
6161 set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 18
6262 the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 19
6363 rates. The rate will increase annually commensurate with the average reimbursement rates set by 20

6565 SECTION 5. This act shall take effect upon passage. 22
