21	21	It is enacted by the General Assembly as follows:
22	22	SECTION 1. Chapter 27-18 of the General Laws entitled "Accident and Sickness Insurance 1
23	23	Policies" is hereby amended by adding thereto the following section: 2
24	24	27-18-91. Physicians’ reimbursement rate from health insurers. 3
25	25	Every individual or group health insurance contract, plan or policy delivered, issued for 4
26	26	delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 5
27	27	for each in-network health care service that is reimbursed below the average reimbursement rates 6
28	28	set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 7
29	29	the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 8
30	30	rates. The rate will increase annually commensurate with the average reimbursement rates set by 9
31	31	Connecticut and Massachusetts. 10
32	32	SECTION 2. Chapter 27-19 of the General Laws entitled "Nonprofit Hospital Service 11
33	33	Corporations" is hereby amended by adding thereto the following section: 12
34	34	27-19-83. Physicians’ reimbursement rate from health insurers. 13
35	35	Every individual or group health insurance contract, plan or policy delivered, issued for 14
36	36	delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 15
37	37	for each in-network health care service that is reimbursed below the average reimbursement rates 16
38	38	set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 17
39	39	the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 18

52	52	the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 9

58	58	Every individual or group health insurance contract, plan or policy delivered, issued for 15
59	59	delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 16
60	60	for each in-network health care service that is reimbursed below the average reimbursement rates 17
61	61	set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 18
62	62	the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 19
