RELATING TO INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES

It is enacted by the General Assembly as follows: 
SECTION 1. Chapter 27-18 of the General Laws entitled "Accident and Sickness Insurance 1 
Policies" is hereby amended by adding thereto the following section: 2 
27-18-91. Physicians’ reimbursement rate from health insurers.     3 
Every individual or group health insurance contract, plan or policy delivered, issued for 4 
delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 5 
for each in-network health care service that is reimbursed below the average reimbursement rates 6 
set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 7 
the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 8 
rates. The rate will increase annually commensurate with the average reimbursement rates set by 9 
Connecticut and Massachusetts. 10 
SECTION 2. Chapter 27-19 of the General Laws entitled "Nonprofit Hospital Service 11 
Corporations" is hereby amended by adding thereto the following section: 12 
27-19-83. Physicians’ reimbursement rate from health insurers.     13 
Every individual or group health insurance contract, plan or policy delivered, issued for 14 
delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 15 
for each in-network health care service that is reimbursed below the average reimbursement rates 16 
set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 17 
the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 18 
rates. The rate will increase annually commensurate with the average reimbursement rates set by 19

delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 6 
for each in-network health care service that is reimbursed below the average reimbursement rates 7 
set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 8 
the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 9 
rates. The rate will increase annually commensurate with the average reimbursement rates set by 10 
Connecticut and Massachusetts. 11 
SECTION 4. Chapter 27-41 of the General Laws entitled "Health Maintenance 12 
Organizations" is hereby amended by adding thereto the following section: 13 
27-41-96. Physicians’ reimbursement rate from health insurers.     14 
Every individual or group health insurance contract, plan or policy delivered, issued for 15 
delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement 16 
for each in-network health care service that is reimbursed below the average reimbursement rates 17 
set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine 18 
the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement 19 
rates. The rate will increase annually commensurate with the average reimbursement rates set by 20 
Connecticut and Massachusetts. 21 
SECTION 5. This act shall take effect upon passage. 22

BY THE LEGISLATIVE COUNCIL

RELATING TO INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES

This act would annually increase the rate of physicians’ reimbursement for each in-network 1 
health care service that are reimbursed below the average reimbursement rates set by Connecticut 2 
and Massachusetts. The office of health insurance commissioner (OHIC) would determine the 3 
increase. 4 
This act would take effect upon passage. 5
