| 24 | 24 | | SECTION 1. Chapter 46-23 of the General Laws entitled "Coastal Resources Management 1 |

| 25 | 25 | | Council" is hereby amended by adding thereto the following section: 2 |

| 26 | 26 | | 46-23-20.7. Staff attorney. 3 |

| 27 | 27 | | (a) There is hereby created the position(s) of staff attorney to the executive director of the 4 |

| 28 | 28 | | coastal resources management council. The executive director is hereby empowered and directed 5 |
|---|
| 29 | 29 | | to hire a staff attorney(s) consistent with this section. The executive director shall have at least one 6 |
|---|
| 30 | 30 | | full-time attorney-at-law on staff. The staff attorney(s) shall be hired by and serve at the pleasure 7 |
|---|
| 31 | 31 | | of the executive director. The position of staff attorney(s) shall be full-time and report directly to 8 |
|---|
| 32 | 32 | | the executive director. 9 |
|---|
| 33 | 33 | | (b) The staff attorney(s) shall be an attorney(s)-at-law and shall not otherwise engage in 10 |

| 35 | 35 | | (c) The staff attorney(s) shall represent the executive director and staff on all matters 12 |

| 36 | 36 | | including representation at council hearings. The staff attorney(s) shall not represent the council at 13 |
