RELATING TO WATERS AND NAVIGATION -- COASTAL RESOURCES MA NAGEMENT 
COUNCIL

It is enacted by the General Assembly as follows: 
SECTION 1. Chapter 46-23 of the General Laws entitled "Coastal Resources Management 1 
Council" is hereby amended by adding thereto the following section: 2 
46-23-20.7. Staff attorney.     3 
(a) There is hereby created the position(s) of staff attorney to the executive director of the 4 
coastal resources management council. The executive director is hereby empowered and directed 5 
to hire a staff attorney(s) consistent with this section. The executive director shall have at least one 6 
full-time attorney-at-law on staff. The staff attorney(s) shall be hired by and serve at the pleasure 7 
of the executive director. The position of staff attorney(s) shall be full-time and report directly to 8 
the executive director. 9 
(b) The staff attorney(s) shall be an attorney(s)-at-law and shall not otherwise engage in 10 
the practice of law.  11 
(c) The staff attorney(s) shall represent the executive director and staff on all matters 12 
including representation at council hearings. The staff attorney(s) shall not represent the council at 13 
hearings or communicate with council members on any matter pending before the council except 14 
during the course of a public hearing. 15 
SECTION 2. This act shall take effect upon passage. 16

COUNCIL

This act would create the position of a full-time staff attorney for the coastal resources 1 
management council. The staff attorney would report directly to the executive director and is not 2 
permitted to engage in the practice of law. The staff attorney may not represent the council.  3 
This act would take effect upon passage. 4
