2525 WHEREAS, Incarcerated women are disproportionately low-income, minoritized, and 1
2626 mothers, as well as having less educational and work experience than the general population. 2
2727 Mental illness, drug abuse, and high rates of PTSD and substance-use disorders, are common 3
2828 problems among female detainees who have often also been victims of abuse themselves; and 4
2929 WHEREAS, Findings from a recent panel tasked with finding ways to reduce 5
3030 incarceration among women in Rhode Island determined that there is an overwhelming need for 6
3131 significantly more support services and transitional housing for this population; and 7
3232 WHEREAS, In order to formulate a structured decision-making tool or process in order 8
3333 to prepare a Request For Proposal (RFP) to transition females in the criminal justice system 9
3434 toward more positive outcomes, detailed information on current protocols, housing options, 10
3535 associated costs, and any potential additional methods, policies and programs is needed; now, 11
3636 therefore be it 12
3737 RESOLVED, That this Senate of the State of Rhode Island hereby respectfully requests 13
3838 the RI Department of Human Services, in consultation with the RI Department of Corrections to 14
3939 submit a report to the General Assembly on or before January 5, 2024, including, but not limited 15
4040 to: 16
4141  Available and potential transitional housing with identification and coordination of 17
4242 potential and existing associated costs and funding sources; 18

4646  Available assistance for formerly incarcerated individuals in obtaining and 1
4747 maintaining long-term stable housing and short-term housing through homeless 2
4848 shelters and federal housing; 3
4949  Private, not-for-profit organizations, for-profit organizations, and public agencies 4
5050 who offer housing services that serve the needs of female incarcerated individuals; 5
5151  Current access to social and support services as well as assistance with enrollment in 6
5252 state and federal benefits and potential additional services and programs with 7
5353 associated costs and funding methods; 8
5454  Identification and coordination of all potential and existing funding; 9
5555  Current access to high-quality integrated behavioral healthcare that is focused on 10
5656 prevention, intervention, and treatment and any additional services needed to 11
5757 facilitate positive outcomes for current and formerly incarcerated individuals with 12
5858 current and potential costs and funding sources; 13
5959  Assessment of health care needs for female incarcerated individuals; 14
6060  Responsibility for post-release supervision details and potential improvement 15
6161 recommendations including detailed information on current assessment and case 16
6262 management tools targeting continuous reentry planning, beginning at the point of 17
6363 admission to the criminal justice system, and working through pre- and post-release; 18
6464  Process for the continuous and appropriate delivery of drug treatment, medical care, 19
6565 job training and placement, educational services, cognitive behavioral therapy and/or 20
6666 other services essential to reentry; 21
6767  Methods used to determine the efficacy effectiveness of programs and services 22
6868 provided; 23
6969  A comprehensive assessment tool that combines validated risk and needs assessments 24
7070 with suggested supervision strategies for case planning that addresses specific goals 25
7171 and needed services; and 26
7272  The utilization or development of new employment opportunities for this population; 27

7474 RESOLVED, That the Secretary of State be and hereby is authorized and directed to 29
7575 transmit duly certified copies of this resolution to the Honorable Daniel McKee, Governor of the 30
