S E N A T E   R E S O L U T I O N 
CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY AND PROVIDE 
RECOMMENDATIONS FOR POTENTIAL CHANGES IN LEGISLATION/OVERSIGHT OF 
THE ACT ON CLIMATE

RESOLVED, That a special legislative commission be and the same is hereby created 1 
consisting of five (5) members: five (5) of whom shall be members of the Senate, not more than 2 
four (4) from the same political party, to be appointed by the President of the Senate.  3 
In lieu of any appointment of a member of the legislature to a legislative study 4 
commission, or any commission created by a General Assembly resolution, the appointing 5 
authority may appoint a member of the general public to serve in lieu of a legislator. 6 
The purpose of said commission shall be to engage stakeholders and State officials to 7 
monitor the successful implementation of the Act on Climate and provide recommendations 8 
concerning any necessary legislation and/or oversight. 9 
Forthwith upon passage of this resolution, the members of the commission shall meet at 10 
the call of the President of the Senate, organize, and select one member to serve as chairperson of 11 
the commission.  12 
Vacancies in said commission shall be filled in like manner as the original appointment. 13 
The membership of said commission shall receive no compensation for their services. 14 
All departments and agencies of the state shall furnish such advice and information, 15 
documentary and otherwise, to said commission and its agents as is deemed necessary or 16 
desirable by the commission to facilitate the purposes of this resolution. 17 
The Joint Committee on Legislative Services is hereby authorized and directed to provide 18 
suitable quarters for said commission; and be it further 19

RESOLVED, That the commission shall report its findings and results to the General 1 
Assembly on or before May 1, 2026, and said commission shall expire on June 1, 2026. 2

This resolution would create a five (5) member special legislative commission whose 1 
purpose it would be to provide recommendations for any necessary legislation and/or oversight 2 
for the Act on Climate, and who would report back to the Senate on or before May 1, 2026, and 3 
would expire on June 1, 2026. 4
