1212 A RESOLUTION to recognize Rheubin McGhee Taylor on the
1313 occasion of his retirement.

1515 WHEREAS, it is appropriate that the members of this General Assembly should pause to
1616 specially recognize those citizens who have dedicated themselves to improving the quality of life
1717 for their fellow citizens; and
1818 WHEREAS, one such estimable Tennessean is Rheubin McGhee Taylor, who is retiring
1919 after more than thirty years of distinguished service as the Hamilton County Attorney; and
2020 WHEREAS, Mr. Taylor is the son of Captain Lloyd R.V. Taylor, Grasshopper Pilot for the
2121 Tuskegee Air Men, and his wife, Gloria McGhee, and the grandson of Mr. and Mrs. Matthew
2222 McGhee; and
2323 WHEREAS, Rheubin Taylor is a graduate of Riverside High School in Chattanooga and
2424 North Carolina Agricultural and Technical State University; he earned his Juris Doctor degree
2525 from the prestigious Howard University School of Law in 1973; and
2626 WHEREAS, Mr. Taylor began his remarkable legal career in Hamilton County over fifty
2727 years ago with the firm of Crutchfield, Moore, and Jenkins in Chattanooga; he subsequently
2828 became a partner in the firm, further establishing his reputation as a skilled and dedicated
2929 attorney; and
3030 WHEREAS, in 1993, he was appointed Hamilton County Attorney, a role in which he has
3131 served with integrity, wisdom, and professionalism for more than thirty years, providing essential
3232 legal counsel and steadfast service to the county government and its residents; and
3333 WHEREAS, in addition to his legal acumen, Rheubin Taylor has long been engaged in
3434 public service, having been elected as a delegate from the 28

3636 Legislative District to the 1977
3737 Tennessee Limited Constitutional Convention, where he served as chairman of the Interest
3838 Rate Committee and was a valued member of both the Judicial and Homestead committees;

4444 WHEREAS, from 1978 to 1993, Mr. Taylor served on the Hamilton County Board of
4545 Commissioners representing the fourth district; during his tenure, he was selected by his
4646 colleagues to serve as chairman pro tempore from 1981 to 1982 and again from 1986 to 1987
4747 and as chairman from 1989 to 1990 and from 1992 to 1993; and
4848 WHEREAS, Rheubin Taylor became the pastor of Mt. Zion Missionary Baptist Church in
4949 LaFayette (Naomi), Georgia, in 1995, and he faithfully continues to serve as the church's senior
5050 pastor to this day; and
5151 WHEREAS, wholly committed to his community, Mr. Taylor has contributed to numerous
5252 civic and charitable endeavors, including the Big Brothers of Chattanooga and Goodwill
5353 Industries, which he served as a board member; and
5454 WHEREAS, throughout his many professional accomplishments, Rheubin Taylor is
5555 grateful for the love and support he shares with his wife, Joyce Ryan Taylor; together, they have
5656 a combined family consisting of five children and are the proud grandparents of twelve
5757 grandchildren and three great-grandchildren; and
5858 WHEREAS, Mr. Taylor served Hamilton County as diligently on his last day as he did his
5959 first, and his lasting legacy will continue to benefit generations to come; now, therefore,
6060 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
6161 FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
6262 CONCURRING, that we honor and commend Rheubin McGhee Taylor for his outstanding
6363 service to Hamilton County, congratulate him on the occasion of his retirement as Hamilton
6464 County Attorney, and extend to him our best wishes for every continued success and happiness
6565 in the years to come.
6666 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
6767 for presentation with this final clause omitted from such copy and upon proper request made to
6868 the appropriate clerk, the language appearing immediately following the State seal appear
