A RESOLUTION to recognize Rheubin McGhee Taylor on the 
occasion of his retirement. 
 
 WHEREAS, it is appropriate that the members of this General Assembly should pause to 
specially recognize those citizens who have dedicated themselves to improving the quality of life 
for their fellow citizens; and 
 WHEREAS, one such estimable Tennessean is Rheubin McGhee Taylor, who is retiring 
after more than thirty years of distinguished service as the Hamilton County Attorney; and 
 WHEREAS, Mr. Taylor is the son of Captain Lloyd R.V. Taylor, Grasshopper Pilot for the 
Tuskegee Air Men, and his wife, Gloria McGhee, and the grandson of Mr. and Mrs. Matthew 
McGhee; and 
 WHEREAS, Rheubin Taylor is a graduate of Riverside High School in Chattanooga and 
North Carolina Agricultural and Technical State University; he earned his Juris Doctor degree 
from the prestigious Howard University School of Law in 1973; and 
 WHEREAS, Mr. Taylor began his remarkable legal career in Hamilton County over fifty 
years ago with the firm of Crutchfield, Moore, and Jenkins in Chattanooga; he subsequently 
became a partner in the firm, further establishing his reputation as a skilled and dedicated 
attorney; and 
 WHEREAS, in 1993, he was appointed Hamilton County Attorney, a role in which he has 
served with integrity, wisdom, and professionalism for more than thirty years, providing essential 
legal counsel and steadfast service to the county government and its residents; and 
 WHEREAS, in addition to his legal acumen, Rheubin Taylor has long been engaged in 
public service, having been elected as a delegate from the 28
th
 Legislative District to the 1977 
Tennessee Limited Constitutional Convention, where he served as chairman of the Interest 
Rate Committee and was a valued member of both the Judicial and Homestead committees;

 WHEREAS, from 1978 to 1993, Mr. Taylor served on the Hamilton County Board of 
Commissioners representing the fourth district; during his tenure, he was selected by his 
colleagues to serve as chairman pro tempore from 1981 to 1982 and again from 1986 to 1987 
and as chairman from 1989 to 1990 and from 1992 to 1993; and 
 WHEREAS, Rheubin Taylor became the pastor of Mt. Zion Missionary Baptist Church in 
LaFayette (Naomi), Georgia, in 1995, and he faithfully continues to serve as the church's senior 
pastor to this day; and 
 WHEREAS, wholly committed to his community, Mr. Taylor has contributed to numerous 
civic and charitable endeavors, including the Big Brothers of Chattanooga and Goodwill 
Industries, which he served as a board member; and 
 WHEREAS, throughout his many professional accomplishments, Rheubin Taylor is 
grateful for the love and support he shares with his wife, Joyce Ryan Taylor; together, they have 
a combined family consisting of five children and are the proud grandparents of twelve 
grandchildren and three great-grandchildren; and 
 WHEREAS, Mr. Taylor served Hamilton County as diligently on his last day as he did his 
first, and his lasting legacy will continue to benefit generations to come; now, therefore, 
 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED 
FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE 
CONCURRING, that we honor and commend Rheubin McGhee Taylor for his outstanding 
service to Hamilton County, congratulate him on the occasion of his retirement as Hamilton 
County Attorney, and extend to him our best wishes for every continued success and happiness 
in the years to come. 
 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared 
for presentation with this final clause omitted from such copy and upon proper request made to 
the appropriate clerk, the language appearing immediately following the State seal appear 
without House or Senate designation.
