12	12	A RESOLUTION to recognize Joseph Galbato III on the occasion
13	13	of his retirement.

15	15	WHEREAS, it is appropriate that we should honor those citizens who have performed
16	16	with uncommon devotion and enthusiasm throughout their years of public service; and
17	17	WHEREAS, Joseph Galbato III of Franklin is one such estimable person, who has
18	18	served with distinction since October 2011 as the Tennessee Department of Transportation's
19	19	(TDOT) Chief of Administration, Deputy Commissioner, and Chief Financial Officer (CFO); and
20	20	WHEREAS, Mr. Galbato will be taking his much-deserved retirement this year, bringing
21	21	to a close fourteen years of steady, devoted leadership at TDOT; and
22	22	WHEREAS, as TDOT's Chief of Administration, Deputy Commissioner, and CFO, Joe
23	23	Galbato is responsible for financial oversight of the department, including budget preparation,
24	24	budget management, and federal highway reimbursement; and
25	25	WHEREAS, he also oversees several divisions of TDOT, including Human Resources,
26	26	Finance, Information Technology, Procurement, Civil Rights, and Internal Audit and was integral
27	27	in the development and implementation of several key initiatives to modernize the department,
28	28	including Empowering People, Influencing Culture (EPIC) and Integrated Program Delivery
29	29	(IPD); and
30	30	WHEREAS, Joe Galbato has worked to ensure the financial integrity of the department
31	31	by instituting several financial controls regarding TDOT spending, initiating cash principles, and
32	32	modernizing forecast methods; he has been a trusted resource for the General Assembly and
33	33	the executive branch; and

38	38	WHEREAS, highly regarded by his colleagues and those he serves, Mr. Galbato is an
39	39	active member of the American Association of State Highway and Transportation Officials and
40	40	served as TDOT's interim commissioner from October 2021 to May 2022; and
41	41	WHEREAS, Joe Galbato was born in Jamestown, New York, to Dr. Joseph Galbato, Jr.,
42	42	and Alyce Wolfe Galbato; he graduated magna cum laude from the State University of New
43	43	York, where he earned a Bachelor of Science degree in Business Administration with a
44	44	concentration in Finance; and
45	45	WHEREAS, he was a four-year member of the State University of New York's varsity
46	46	baseball team and joined the Philadelphia Phillies as a free agent for spring training in 1987;
47	47	and
48	48	WHEREAS, prior to joining TDOT, Mr. Galbato served as CFO for multiple healthcare
49	49	companies in Nashville, including Alive Hospice, HCCA International, and Envoy/WebMD; and
50	50	WHEREAS, a talented singer-songwriter, Mr. Galbato has released multiple records of
51	51	original music, a passion that he intends to pursue further in retirement; and
52	52	WHEREAS, he will also spend more time with his wife, Linda, and their three children,
53	53	Joseph IV, Katelyn, and Thomas; and
54	54	WHEREAS, throughout his estimable career, Joe Galbato has demonstrated the utmost
55	55	professionalism, ability, and integrity; now, therefore,
56	56	BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH
57	57	GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF
58	58	REPRESENTATIVES CONCURRING, that we extend to Joseph Galbato III our heartfelt wishes
59	59	for a happy and fulfilling retirement and every continued success in his future endeavors.
60	60	BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
61	61	for presentation with this final clause omitted from such copy and upon proper request made to
