A RESOLUTION to recognize Joseph Galbato III on the occasion 
of his retirement. 
 
 WHEREAS, it is appropriate that we should honor those citizens who have performed 
with uncommon devotion and enthusiasm throughout their years of public service; and 
 WHEREAS, Joseph Galbato III of Franklin is one such estimable person, who has 
served with distinction since October 2011 as the Tennessee Department of Transportation's 
(TDOT) Chief of Administration, Deputy Commissioner, and Chief Financial Officer (CFO); and 
WHEREAS, Mr. Galbato will be taking his much-deserved retirement this year, bringing 
to a close fourteen years of steady, devoted leadership at TDOT; and 
WHEREAS, as TDOT's Chief of Administration, Deputy Commissioner, and CFO, Joe 
Galbato is responsible for financial oversight of the department, including budget preparation, 
budget management, and federal highway reimbursement; and 
WHEREAS, he also oversees several divisions of TDOT, including Human Resources, 
Finance, Information Technology, Procurement, Civil Rights, and Internal Audit and was integral 
in the development and implementation of several key initiatives to modernize the department, 
including Empowering People, Influencing Culture (EPIC) and Integrated Program Delivery 
(IPD); and 
WHEREAS, Joe Galbato has worked to ensure the financial integrity of the department 
by instituting several financial controls regarding TDOT spending, initiating cash principles, and 
modernizing forecast methods; he has been a trusted resource for the General Assembly and 
the executive branch; and

 WHEREAS, highly regarded by his colleagues and those he serves, Mr. Galbato is an 
active member of the American Association of State Highway and Transportation Officials and 
served as TDOT's interim commissioner from October 2021 to May 2022; and 
 WHEREAS, Joe Galbato was born in Jamestown, New York, to Dr. Joseph Galbato, Jr., 
and Alyce Wolfe Galbato; he graduated magna cum laude from the State University of New 
York, where he earned a Bachelor of Science degree in Business Administration with a 
concentration in Finance; and 
WHEREAS, he was a four-year member of the State University of New York's varsity 
baseball team and joined the Philadelphia Phillies as a free agent for spring training in 1987; 
and 
WHEREAS, prior to joining TDOT, Mr. Galbato served as CFO for multiple healthcare 
companies in Nashville, including Alive Hospice, HCCA International, and Envoy/WebMD; and 
 WHEREAS, a talented singer-songwriter, Mr. Galbato has released multiple records of 
original music, a passion that he intends to pursue further in retirement; and 
 WHEREAS, he will also spend more time with his wife, Linda, and their three children, 
Joseph IV, Katelyn, and Thomas; and 
 WHEREAS, throughout his estimable career, Joe Galbato has demonstrated the utmost 
professionalism, ability, and integrity; now, therefore, 
 BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH 
GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF 
REPRESENTATIVES CONCURRING, that we extend to Joseph Galbato III our heartfelt wishes 
for a happy and fulfilling retirement and every continued success in his future endeavors. 
 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared 
for presentation with this final clause omitted from such copy and upon proper request made to

without House or Senate designation.
