 A BILL TO BE ENTITLED
 AN ACT
 relating to the eligibility requirements for appointment as county
 elections administrator.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 31.034, Election Code, is amended to
 read as follows:
 Sec. 31.034. ELIGIBILITY. (a) To be eligible for
 appointment as county elections administrator, a person must:
 (1) be a qualified voter of the state; and
 (2)  have received a bachelor's degree from an
 accredited college or university.
 (b)  A person who served as a county elections administrator
 on or before September 1, 2009, is exempt from the educational
 requirements prescribed by Subsection (a)(2).
 SECTION 2. This Act takes effect September 1, 2009.
