10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Section 302.062(g), Labor Code, is amended to |
---|
12 | 12 | | read as follows: |
---|
13 | 13 | | (g) A program or function described by this subsection may |
---|
14 | 14 | | not be funded by block grant unless the block grant funding is |
---|
15 | 15 | | specifically authorized for the program or function under other |
---|
16 | 16 | | state law [Block grant funding under this section does not apply |
---|
17 | 17 | | to]: |
---|
18 | 18 | | (1) the work and family policies program under Chapter |
---|
19 | 19 | | 81; |
---|
20 | 20 | | (2) a program under the skills development fund |
---|
21 | 21 | | created under Chapter 303; |
---|
22 | 22 | | (3) the job counseling program for displaced |
---|
23 | 23 | | homemakers under Chapter 304; |
---|
24 | 24 | | (4) the Communities In Schools program under |
---|
25 | 25 | | Subchapter E, Chapter 33, Education Code, to the extent that funds |
---|
26 | 26 | | are available to the commission for that program; |
---|
27 | 27 | | (5) the functions of the employment service [the |
---|
28 | 28 | | reintegration of offenders program under Chapter 306]; |
---|
29 | 29 | | (6) apprenticeship programs under Chapter 133, |
---|
30 | 30 | | Education Code; |
---|
31 | 31 | | (7) the continuity of care program under Section |
---|
32 | 32 | | 501.095, Government Code; |
---|
33 | 33 | | (8) employment programs under Chapter 31, Human |
---|
34 | 34 | | Resources Code; |
---|
35 | 35 | | (9) the senior citizens employment program under |
---|
36 | 36 | | Chapter 101, Human Resources Code; |
---|
37 | 37 | | (10) the programs described by Section 302.021(b)(2); |
---|
38 | 38 | | (11) the community service program under the National |
---|
39 | 39 | | and Community Service Act of 1990 (42 U.S.C. Section 12501 et seq.); |
---|
40 | 40 | | (12) [the trade adjustment assistance program under |
---|
41 | 41 | | Part 2, Subchapter II, Trade Act of 1974 (19 U.S.C. Section 2271 et |
---|
42 | 42 | | seq.); |
---|
43 | 43 | | [(13)] the programs to enhance the employment |
---|
44 | 44 | | opportunities of veterans; and |
---|
45 | 45 | | (13) [(14)] the functions of the State Occupational |
---|
46 | 46 | | Information Coordinating Committee. |

47 | 47 | | SECTION 2. This Act takes effect immediately if it receives |
---|
48 | 48 | | a vote of two-thirds of all the members elected to each house, as |
---|
49 | 49 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
50 | 50 | | Act does not receive the vote necessary for immediate effect, this |
---|
51 | 51 | | Act takes effect September 1, 2009. |
