66 AN ACT
77 relating to block grant funding for certain workforce training and
88 employment programs and functions by the Texas Workforce
99 Commission.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 302.062(g), Labor Code, is amended to
1212 read as follows:
1313 (g) A program or function described by this subsection may
1414 not be funded by block grant unless the block grant funding is
1515 specifically authorized for the program or function under other
1616 state law [Block grant funding under this section does not apply
1717 to]:
1818 (1) the work and family policies program under Chapter
1919 81;
2020 (2) a program under the skills development fund
2121 created under Chapter 303;
2222 (3) the job counseling program for displaced
2323 homemakers under Chapter 304;
2424 (4) the Communities In Schools program under
2525 Subchapter E, Chapter 33, Education Code, to the extent that funds
2626 are available to the commission for that program;
2727 (5) the functions of the employment service [the
2828 reintegration of offenders program under Chapter 306];
2929 (6) apprenticeship programs under Chapter 133,
3030 Education Code;
3131 (7) the continuity of care program under Section
3232 501.095, Government Code;
3333 (8) employment programs under Chapter 31, Human
3434 Resources Code;
3535 (9) the senior citizens employment program under
3636 Chapter 101, Human Resources Code;
3737 (10) the programs described by Section 302.021(b)(2);
3838 (11) the community service program under the National
3939 and Community Service Act of 1990 (42 U.S.C. Section 12501 et seq.);
4040 (12) [the trade adjustment assistance program under
4141 Part 2, Subchapter II, Trade Act of 1974 (19 U.S.C. Section 2271 et
4242 seq.);
4343 [(13)] the programs to enhance the employment
4444 opportunities of veterans; and
4545 (13) [(14)] the functions of the State Occupational
4646 Information Coordinating Committee.
4747 SECTION 2. This Act takes effect immediately if it receives
4848 a vote of two-thirds of all the members elected to each house, as
4949 provided by Section 39, Article III, Texas Constitution. If this
5050 Act does not receive the vote necessary for immediate effect, this
5151 Act takes effect September 1, 2009.
