Solomons, Chair, House Committee on State Affairs      FROM: John S. O'Brien, Director, Legislative Budget Board     IN RE:HB1705 by Geren (Relating to the Department of Information Resources, including the abolition of the telecommunications planning and oversight council, the electronic commerce network, and the electronic procurement marketplace.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would abolish the telecommunications planning and oversight council (TPOC) and require the Department of Information Resources (DIR) to fulfill various telecommunication related planning, reporting and oversight activities, including the review of the status of all projects and the financial performance of the consolidated telecommunications system and the centralized capitol complex telephone system.   The bill would repeal various sections of the government code related to TPOC.   The bill would repeal the requirement of DIR to establish an electronic commerce system.   The bill would allow DIR to contract with assistance organizations, non-profits receiving state funds through a current state contract or grant, to use the consolidated telecommunications system.   The bill would take effect on September 1, 2009.    Local Government Impact No fiscal implication to units of local government is anticipated.
