 A BILL TO BE ENTITLED
 AN ACT
 relating to eligibility to file a sworn complaint with the Texas
 Ethics Commission.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 571.122, Government Code, is amended by
 adding Subsection (b-1) to read as follows:
 (b-1)  An individual must be a registered voter of this state
 to be eligible to file a sworn complaint with the commission. The
 commission shall presume that an individual filing a sworn
 complaint is a registered voter of this state if a copy of the
 individual's voter registration certificate issued under Title 2,
 Election Code, is attached to the complaint.
 SECTION 2. Section 571.122(b-1), Government Code, as added
 by this Act, applies only to a sworn complaint filed with the Texas
 Ethics Commission on or after September 1, 2009. A sworn complaint
 filed with the Texas Ethics Commission before September 1, 2009, is
 governed by the law in effect on the date the complaint is filed.
 For purposes of this section, a sworn complaint that is resubmitted
 as provided by Section 571.123, Government Code, is considered to
 have been filed on the date the complaint was originally filed.
 SECTION 3. This Act takes effect September 1, 2009.
