 A BILL TO BE ENTITLED
 AN ACT
 relating to a study of the proportion of this state's electric
 energy that can be generated using renewable energy technology.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. The state energy conservation office shall
 conduct a study to determine how not less than 25 percent of this
 state's electric energy may be generated by renewable energy
 technologies by January 1, 2025.
 SECTION 2. The state energy conservation office, in
 conducting the study, shall examine costs and efficiencies of
 available renewable energy technologies for electric energy
 generation and shall recommend legislative and administrative
 policy changes necessary to achieve the goal of having not less than
 25 percent of this state's electric energy generated by renewable
 energy technologies by January 1, 2025.
 SECTION 3. The state energy conservation office shall
 consult with the Public Utility Commission of Texas in conducting
 the study. The commission shall cooperate with the office in
 conducting the study.
 SECTION 4. The state energy conservation office shall
 present the office's report to the governor, the lieutenant
 governor, and the speaker of the house of representatives not later
 than January 1, 2011.
 SECTION 5. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
