| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 372.105, Local Government Code, is | |
| 11 | 11 | amended by adding Subsection (d) to read as follows: | |
| 12 | 12 | (d) A county with a population of more than 850,000 and less | |
| 13 | 13 | than 1.4 million by order may establish an economic development | |
| 14 | 14 | project or create a district under this subchapter to build an | |
| 15 | 15 | educational facility to accomplish the economic development | |
| 16 | 16 | purposes prescribed by Section 52a, Article III, Texas | |
| 17 | 17 | Constitution. | |
| 18 | 18 | SECTION 2. This Act takes effect immediately if it receives | |
| 19 | 19 | a vote of two-thirds of all the members elected to each house, as | |
| 20 | 20 | provided by Section 39, Article III, Texas Constitution. If this | |
| 21 | 21 | Act does not receive the vote necessary for immediate effect, this | |
| 22 | 22 | Act takes effect September 1, 2009. |
