 A BILL TO BE ENTITLED
 AN ACT
 relating to the issuance of an original or renewal driver's license
 to certain persons younger than 18 years of age.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Subchapter M, Chapter 521, Transportation Code,
 is amended by adding Section 521.2735 to read as follows:
 Sec. 521.2735.  ORIGINAL OR RENEWAL LICENSE ISSUED TO HOLDER
 OF PROVISIONAL LICENSE. Notwithstanding Section 521.273, the
 department may not issue an original or renewal license to an
 applicant who is at least 17 years of age and holds a provisional
 license unless the applicant provides evidence satisfactory to the
 department that in the 180 days preceding the date of application
 the applicant has successfully completed a driver education course
 approved by the department, which may be a course approved under
 Section 521.205.
 SECTION 2. The changes in law made by this Act apply only to
 an application for an original or renewal driver's license filed on
 or after the effective date of this Act. An application for an
 original or renewal driver's license filed before the effective
 date of this Act is subject to the law in effect on the date the
 application was filed, and the former law is continued in effect for
 that purpose.
 SECTION 3. This Act takes effect September 1, 2009.
