9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 130.003, Education Code, is amended by | |
11 | 11 | adding Subsection (a-1) to read as follows: | |
12 | 12 | (a-1) Notwithstanding Subsection (a), for the state fiscal | |
13 | 13 | biennium beginning September 1, 2009, a public junior college | |
14 | 14 | located in a county with a population of more than 250,000 that | |
15 | 15 | borders the Gulf of Mexico and is adjacent to a county with a | |
16 | 16 | population of more than 3.3 million may not be appropriated an | |
17 | 17 | amount that is less than the amount appropriated to the public | |
18 | 18 | junior college for the biennium beginning September 1, 2007. This | |
19 | 19 | subsection expires September 1, 2011. | |
20 | 20 | SECTION 2. This Act takes effect immediately if it receives | |
21 | 21 | a vote of two-thirds of all the members elected to each house, as | |
22 | 22 | provided by Section 39, Article III, Texas Constitution. If this | |
23 | 23 | Act does not receive the vote necessary for immediate effect, this | |
24 | 24 | Act takes effect September 1, 2009. |
