 A BILL TO BE ENTITLED
 AN ACT
 relating to appropriations to certain public junior colleges
 affected by Hurricane Ike.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 130.003, Education Code, is amended by
 adding Subsection (a-1) to read as follows:
 (a-1)  Notwithstanding Subsection (a), for the state fiscal
 biennium beginning September 1, 2009, a public junior college
 located in a county with a population of more than 250,000 that
 borders the Gulf of Mexico and is adjacent to a county with a
 population of more than 3.3 million may not be appropriated an
 amount that is less than the amount appropriated to the public
 junior college for the biennium beginning September 1, 2007. This
 subsection expires September 1, 2011.
 SECTION 2. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
