 A BILL TO BE ENTITLED
 AN ACT
 relating to a study regarding changing the state minimum wage to the
 living wage.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. (a) In this section, "living wage" means an
 employee's wage equal to or greater than the per diem wage that
 would result in annual compensation of at least the federal poverty
 level for a family of a designated size.
 (b) The comptroller shall conduct a study on the probable
 effect on state expenditures for state-provided benefits,
 including net savings relating to the provision of those benefits,
 if the state changed the minimum wage to a living wage.
 (c) Not later than September 1, 2010, the comptroller shall
 report the results of the study conducted under Subsection (b) of
 this section to the governor, the lieutenant governor, the speaker
 of the house of representatives, and the standing committee of each
 house with jurisdiction over the minimum wage.
 SECTION 2. This Act takes effect September 1, 2009.
