99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 42, Human Resources Code,
1111 is amended by adding Section 42.0452 to read as follows:
1212 Sec. 42.0452. FOSTER PARENT RIGHTS AND RESPONSIBILITIES
1313 STATEMENT. (a) The department shall develop a statement that lists
1414 the rights and responsibilities of a foster parent in a foster home
1515 or an agency foster home and of the department or a child-placing
1616 agency, as applicable.
1717 (b) The department shall provide a written copy of the
1818 statement developed under Subsection (a) to each foster parent in a
1919 foster home and to each child-placing agency licensed by the
2020 department. A child-placing agency shall provide a written copy of
2121 the statement developed under Subsection (a) to each foster parent
2222 in an agency foster home verified by the child-placing agency.
2323 SECTION 2. This Act takes effect immediately if it receives
2424 a vote of two-thirds of all the members elected to each house, as
2525 provided by Section 39, Article III, Texas Constitution. If this
2626 Act does not receive the vote necessary for immediate effect, this
2727 Act takes effect September 1, 2009.
