55 AN ACT
66 relating to a study of the effectiveness for junior college
77 students of the success initiative assessment and developmental
88 coursework requirements regarding student readiness for
99 college-level work.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 51.3062, Education Code, is amended by
1212 adding Subsection (o-2) to read as follows:
1313 (o-2) In connection with its evaluation under Subsection
1414 (o), the board shall perform an analysis of the effectiveness of the
1515 requirements of this section as applied to students enrolled in
1616 public junior colleges. The analysis must examine the effects of
1717 the requirements of this section on the progress and success of
1818 students enrolled in the major types of junior college programs as
1919 determined by the board, such as vocational, technical, or other
2020 workforce training or certificate programs, associate degree
2121 programs, and core curriculum academic programs. This analysis
2222 shall consider all relevant demographic data and skill levels of
2323 participating students. Based on the analysis, the board shall
2424 make recommendations regarding developmental coursework and
2525 assessments for different types of junior college programs,
2626 including recommendations for legislation, and shall report its
2727 findings and recommendations to each junior college district and
2828 the legislature not later than November 1, 2010. This subsection
2929 expires January 1, 2011.
3030 SECTION 2. This Act takes effect immediately if it receives
3131 a vote of two-thirds of all the members elected to each house, as
3232 provided by Section 39, Article III, Texas Constitution. If this
3333 Act does not receive the vote necessary for immediate effect, this
3434 Act takes effect September 1, 2009.
