 A BILL TO BE ENTITLED
 AN ACT
 relating to a study of the effectiveness for junior college
 students of the success initiative assessment and developmental
 coursework requirements regarding student readiness for
 college-level work.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 51.3062, Education Code, is amended by
 adding Subsection (o-2) to read as follows:
 (o-2)  In connection with its evaluation under Subsection
 (o), the board shall perform an analysis of the effectiveness of the
 requirements of this section as applied to students enrolled in
 public junior colleges. The analysis must examine the effects of
 the requirements of this section on the progress and success of
 students enrolled in the major types of junior college programs as
 determined by the board, such as vocational, technical, or other
 workforce training or certificate programs, associate degree
 programs, and core curriculum academic programs. This analysis
 shall consider all relevant demographic data and skill levels of
 participating students.  Based on the analysis, the board shall
 make recommendations regarding developmental coursework and
 assessments for different types of junior college programs,
 including recommendations for legislation, and shall report its
 findings and recommendations to each junior college district and
 the legislature not later than November 1, 2010. This subsection
 expires January 1, 2011.
 SECTION 2. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
