55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to faculty diversity at public institutions of higher
88 education.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1111 amended by adding Section 61.0801 to read as follows:
1212 Sec. 61.0801. MEASURES TO ACHIEVE FACULTY DIVERSITY. (a)
1313 The board shall establish a program to assist institutions of
1414 higher education in recruiting and retaining faculty that reflect
1515 the diversity of the population of this state and of the student
1616 population of the institution. Under the program, the board shall:
1717 (1) monitor and compile periodic reports regarding
1818 efforts and progress by institutions in achieving faculty
1919 diversity, including ranking or scoring the progress of
2020 institutions in achieving that diversity;
2121 (2) identify effective measures and strategies that an
2222 institution could use to promote faculty diversity; and
2323 (3) recommend appropriate measures and strategies for
2424 that purpose to specific institutions according to the specific
2525 circumstances of the institution.
2626 (b) The board shall solicit advice from institutions of
2727 higher education with programs that focus on minority or ethnic
2828 studies or issues in identifying and recommending measures and
2929 strategies under this section.
3030 SECTION 2. This Act takes effect immediately if it receives
3131 a vote of two-thirds of all the members elected to each house, as
3232 provided by Section 39, Article III, Texas Constitution. If this
3333 Act does not receive the vote necessary for immediate effect, this
3434 Act takes effect September 1, 2009.
