                    BILL ANALYSIS             H.B. 4114     By: Martinez Fischer     House Administration     Committee Report (Unamended)          BACKGROUND AND PURPOSE   Tejanos past and present have enriched the cultural heritage of the State of Texas and contribute significantly to its strength. H.C.R. 38 by the 77th Texas legislature approved construction of a privately funded statue or monument on the Capitol grounds to pay tribute to the contributions of Tejanos to the state of Texas.   H.B. 4114 provides that the Committee on House Administration and the Senate Committee on Administration shall direct the State Preservation Board to place the Tejano memorial monument on the south lawn of the Capitol.   RULEMAKING AUTHORITY   It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.    ANALYSIS   SECTION 1: Amends Chapter 443, Government Code, by adding Section 443.01525. The Committee on House Administration and the Senate Committee on Administration shall direct the State Preservation Board to place the Tejano memorial monument established by House Concurrent Resolution 38 of the 77th Legislative Session on the south lawn of the Capitol grounds and the committees shall establish the rules and policies necessary.   SECTION 2: This Act takes effect immediately if it receives a vote of two thirds of all the members elected to each house. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2009.     EFFECTIVE DATE   Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2009.
