 A BILL TO BE ENTITLED
 AN ACT
 relating to making a voluntary contribution to a political party
 when registering a motor vehicle.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Subchapter D, Chapter 502, Transportation Code,
 is amended by adding Section 502.1746 to read as follows:
 Sec. 502.1746.  VOLUNTARY CONTRIBUTION TO POLITICAL PARTY.
 (a)  When a person registers a motor vehicle under this chapter,
 the person is entitled to make a voluntary contribution in any
 amount to a political party designated by the person, but only if a
 nominee of the political party was a candidate for a statewide
 office in the preceding general election for state and county
 officers.
 (b)  The county assessor-collector shall send a contribution
 collected under this section to the secretary of state, who shall
 remit the contribution to the treasurer of the designated political
 party.
 (c)  The secretary of state may adopt rules and forms to
 administer this section.
 SECTION 2. This Act takes effect September 1, 2009.
