O'Brien, Director, Legislative Budget Board     IN RE:HB4311 by Gallego (Relating to the naming of certain Texas Department of Transportation property in Val Verde County.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to designate the Texas Department of Transportation's (TxDOT) area engineer office in Val Verde County as the Honorable Hilary B. Doran Transportation Building.  The bill would amend the Transportation Code to specify that the Val Verde County Commissioner's Court is to designate the name of a loop in the county and would require TxDOT to design, construct, and erect highway markers with the designation. Section 225.021 (c), Transportation Code, specifies that TxDOT is not required to design, construct, or erect the markers unless a grant or donation of funds is made to the department to cover the cost. Based on the analysis of TxDOT, it is assumed any costs or duties associated with the implementation of the provisions of the bill could be absorbed within the agency's existing resources.
