| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Subchapter A, Chapter 548, Transportation Code, |
|---|
| 9 | 9 | | is amended by adding Section 548.008 to read as follows: |
|---|
| 10 | 10 | | Sec. 548.008. VEHICLE INSPECTION PROGRAM |
|---|
| 11 | 11 | | DIRECTOR. (a) The vehicle inspection program is managed by a |
|---|
| 12 | 12 | | program director. The program director may not be a commissioned |
|---|
| 13 | 13 | | officer. |
|---|
| 14 | 14 | | (b) The office of the vehicle inspection program director |
|---|
| 15 | 15 | | must be located in Austin, Texas. |
|---|
| 16 | 16 | | (c) The duties of the program director include: |
|---|
| 17 | 17 | | (1) responsibility for the quality of the vehicle |
|---|
| 18 | 18 | | inspection program; |
|---|
| 19 | 19 | | (2) coordination of the regional offices; |
|---|
| 20 | 20 | | (3) compilation of regional and statewide performance |
|---|
| 21 | 21 | | data; |
|---|
| 22 | 22 | | (4) the establishment of best practices and |
|---|
| 23 | 23 | | distribution of those practices to the regional offices; |
|---|
| 24 | 24 | | (5) setting goals for the entire program, in |
|---|
| 25 | 25 | | consultation with the public safety director or the public safety |
|---|
| 26 | 26 | | director's designee, and setting goals for each regional office in |
|---|
| 27 | 27 | | consultation with the regional managers; |
|---|
| 28 | 28 | | (6) monitoring the progress toward the goals set in |
|---|
| 29 | 29 | | Subdivision (5) and evaluating the program based on that progress; |
|---|
| 30 | 30 | | and |
|---|
| 31 | 31 | | (7) coordination with the Texas Highway Patrol to |
|---|
| 32 | 32 | | enforce provisions related to vehicle inspection. |
|---|
| 33 | 33 | | (d) The regional offices shall make reports as requested by |
|---|
| 34 | 34 | | the program director. |
|---|
| 35 | 35 | | SECTION 2. This Act takes effect September 1, 2009. |
