 A BILL TO BE ENTITLED
 AN ACT
 relating to the vehicle inspection program.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Subchapter A, Chapter 548, Transportation Code,
 is amended by adding Section 548.008 to read as follows:
 Sec. 548.008.  VEHICLE INSPECTION PROGRAM
 DIRECTOR.  (a)  The vehicle inspection program is managed by a
 program director.  The program director may not be a commissioned
 officer.
 (b)  The office of the vehicle inspection program director
 must be located in Austin, Texas.
 (c) The duties of the program director include:
 (1)  responsibility for the quality of the vehicle
 inspection program;
 (2) coordination of the regional offices;
 (3)  compilation of regional and statewide performance
 data;
 (4)  the establishment of best practices and
 distribution of those practices to the regional offices;
 (5)  setting goals for the entire program, in
 consultation with the public safety director or the public safety
 director's designee, and setting goals for each regional office in
 consultation with the regional managers;
 (6)  monitoring the progress toward the goals set in
 Subdivision (5) and evaluating the program based on that progress;
 and
 (7)  coordination with the Texas Highway Patrol to
 enforce provisions related to vehicle inspection.
 (d)  The regional offices shall make reports as requested by
 the program director.
 SECTION 2. This Act takes effect September 1, 2009.
