 A BILL TO BE ENTITLED
 AN ACT
 relating to reports of contributions and expenditures by
 legislative caucuses.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 254.0311, Election Code, is amended by
 amending Subsection (c) and adding Subsection (i) to read as
 follows:
 (c) If no reportable activity occurs during a reporting
 period, the legislative caucus is not required to file a report for
 that period [shall indicate that fact in the report].
 (i)  A member of a legislative caucus is not personally
 responsible for the filing of a report required by this section.
 Only the legislative caucus as an entity and any person appointed by
 the caucus to serve as treasurer of the caucus are subject to a
 penalty imposed under this chapter or Chapter 571, Government Code,
 for failure to comply with this section.
 SECTION 2. The changes in law made by this Act apply only to
 a report of contributions to and expenditures by a legislative
 caucus that is required to be filed on or after the effective date
 of this Act. A report that is required to be filed before that date
 is governed by the law in effect when the report was filed, and the
 former law is continued in effect for that purpose.
 SECTION 3. This Act takes effect September 1, 2009.
